I was hit by a driver who fled the scene. The police did show up, but they did not have much to go off because I did not get a good look at the car or driver. Is it possible to file a personal injury claim in a situation such as this?

Under Wisconsin state law section 346.67 the duty of the driver is to report the car accident, but if this does not happen the likelihood of filing a claim against the driver is very minimal. However, if you have uninsured motorist coverage you may be able to file a claim against your insurance company for injuries and damages.
If you have car insurance in Wisconsin you likely have uninsured motorist insurance as it is state law.
